Biography

Thomas D. Mooney is founder, president and CEO of SOAR Engineering LLC, a PHM consulting company. At SOAR Engineering LLC, he consults with industry and government agencies on the design and development of PHM systems.

He has over 40 years experience in the aerospace industry. Prior to SOAR Engineering, he was with GE Aircraft Engines and Raytheon Company.

At Raytheon Company, he was involved in missile guidance system design and electronics testing.

During his early career at GE Aircraft Engines, he designed and developed jet engine test facilities, including an innovative production engine test complex that reduced engine test cycle time by automating health monitoring and data acquisition. He also consulted with GE’s customers on the establishment of engine overhaul, repair and test operations.

Later, as principal engineer for System Safety, he led the system safety efforts on several engine development and production programs. Focusing on the role of software in safety critical systems he helped develop the design requirements for the software used in full authority digital engine control (FADEC) systems. He was a member of MIT’s Software System Safety Working Group and the US Navy’s F/A-18E/F System Safety Working Group. He is a qualified accident investigator and has investigated several aircraft mishaps.

As principal engineer for prognostics, health monitoring (PHM) for GE’s Advanced Technology Operation, he led several successful PHM programs. He was a founding member and later chairman of GE Aviation’s Design Board for Prognostics and Health Management (PHM).
